    Split flymake.el into flymake-proc.el and flymake-ui.el
    
    flymake.el is now a stub that requires both files.
    
    * lisp/progmodes/flymake-proc.el: New file.

    * lisp/progmodes/flymake.el: Split into flymake-ui.el and
      flymake-proc.el.  Require both files.
