I think it's a bit unrealistic to expect every bug reporter to read the bug-reporting docs first.
That's why we (as programmers and software projects in general) have bug reporting interfaces with checklists and dropdown menus for tags, etc.

It is quite possible that, instead, we have areas in Emacs that are not well-covered by knowledgeable reviewers.
