No.  If a user and/or 'other-frame-window' can't fix that
systematically on their side, we have a more deeply rooted bug in
'display-buffer'.  In the latter case your patch would only cover that
up.

Please explain why the various 'display-buffer' customization
facilities are not sufficient for handling the problem.
