Exactly. The presence of this file on a branch lets us test that branch,
so we can't use it on "master" without merging it there. As I mentioned,
Gitlab developers are working on making the location of the file
flexible, but for now it's a reasonable inconvenience to give us a
viable evaluation of Gitlab CI on the "master" branch.

The alternative is for me or someone else to constantly rebase and push
my branch with that commit on top of "master." That's just annoying.
