At least GCC doesn’t. It counts bytes. Perhaps that’s a bug.
$ cat test1.c
/*я*/foo
$ gcc test1.c
test1.c:1:7: error: expected ‘=’, ‘,’, ‘;’, ‘asm’ or ‘__attribute__’
at end of input
/*я*/foo
