And I agree with you: with Tramp being also in ELPA, you would have get a bug fix already, instead of waiting for Emacs 25.1.
This is the main reason I would like to see all packages in a repository instead of bundled with Emacs. This would make Emacs smaller, easier to maintain, release and value (features, new packages, bugfixes, etc.) would be faster delivered to users.
Is there any reason why, let's say, cc-mode cannot be in ELPA? Certainly not.
