I agree.

Please also keep in mind that AFAIK a possibility exists to more or
less split these two parts, by nominating a "steering committee" for
the project, which will act as the FSF representative and deal with
most of these issues.  Several projects (GCC and GDB, to give just 2
examples) already have that, although the split is not very strong
there (because there's no need, IIUC).

Richard, please correct me if I'm wrong in my understanding.
