It does make plenty of sense.
You are confusing a natural language and a character set.
Comments are natural language. There are no technical reasons why they should 
be limited to such a limited character set.
Two Chinese developers who share code have no reason to write comments in 
English and limiting them to ascii to write Chinese is plain silly.
