Isn't it?

Doesn't keeping the straight quotes in the output goes against your stated goal of improving typography in Emacs?

This sort of thing is why Electric Quote mode doesn't transform isolated
apostrophes, and there is something to be said for keeping
substitute-command-keys somewhat consistent with that mode.

Whenever EQM doesn't translated isolated quotes, but the user needs them, they'll have to learn entering them the long way.
