The issue doesn't arise now with ‘C-h t’ in an English locale, since etc/tutorials/TUTORIAL quotes "like this" which is fine for an ASCII-only text file. If this hypothetical issue ever happens I suppose we'll need to deal with it, but it's lower priority than the real quoting problems Emacs currently has.
Other languages can quote at will in tutorials using language-specific styles, e.g., TUTORIAL.de quotes »like this«. This is fine too of course.
