That's the case I was discussing, and ../ should work there.

                   or in email messages, or in web-pages, or in a bookmark, ...

Up till now, we have no way to write a link to an Info manual
in such contexts.  The only place we support them is in other Info files.

So you're proposing a new feature.  I agree it would be nice to have.
My point is that anything along these lines will be a step up from
what we have now, so we need not be perfectionist about it.
Whatever is easy to do will be an advance.
