It can be easy to change some small part of an existing page. Writing a 
new one would be a bit harder. I think it would cut down on casual 
contributions either way.

As a program written in C, GDB doesn't have the same concept of 
docstrings visible to the user. So the manual is necessary, and if the 
author of a patch doesn't do it, AFAICT in many cases that won't be 
practical to do post-factum.

At least they don't have to duplicate the text.
