The emacs branches and elpa don't share any history (they are branches
with separate roots) so there isn't really any reason to share their
repositories.
(There's still old-branches/elpa in git that was used as the base for
the elpa git repo, but the latter has been subject to filter-branch to
plug in the converted subtrees.)
