Downsides, so far:
1) Incessant "tar: Removing leading `../' from member names" warnings.
2) .elpaignore file itself is included. Maybe even not a downside.

Why bother with this "cd $pt; then use ../*; then cd .."?
It doesn't seem to worth the trouble.

So that the paths in .elpaignore don't have to start with the name of the package's directory. Because that would be weird.

In one case, for example (f90-iface), the package and repository names don't match, and you usually expect a repository checkout to be in a directory with the same name.
