In the minibuffer and in *Messages* buffer.I am speaking about the Cygwin GTK build of Emacs... I have also a Windows native build installed (end May trunk binaries from a link of Emacswiki) and there the f11 works as you have described!
Perhaps, at this stage, we can left aside these issues with f11 an M-f10 on Cygwin. After all, the frame on Cygwin is restored quite well: M columns in width and N-2 lines in height [*]. Clicking the maximize button gains another line.
Ciao, Angelo. ---[*] The Windows desktop is M columns X N+2 lines (+2 for the status bar). Ideally we want N lines for Emacs when maximized.
