You need to install libXpm-noX-devel to get simx.h.

Now it builds and seems to work...

Obviously, it ignores :-( the ~/.Xdefaults file where I defined

Emacs.FontBackend:      xft
Emacs.font:             Bitstream Vera Sans Mono 11
Xft*antialias:          true
Xft*autohint:           true
