If all contributors were just small contributors, that would be true.
But the impact of using bzr for GNU Emacs is not the same for small
contributors and for package maintainers.
I am trying to maintain org-mode in my free time, and I can tell how
maintainance would be a lot easier if Emacs were using git.
Okay, the fact that GNU Emacs uses bzr is no excuse for the recent
delays in merging Org -- the real reason is my lack of free time --
but it definitely doesn't make things easier.
