How common is it that non-Windows people have a client set up (reachable
via mailclient) that can send mail?

I do (under Cygwin). If I understand mailclient correctly, all that's required is that browse-url be able to handle a mailto link. So I would guess that a lot of people have a client set up whether they know it or not.
