    Second this question. Some packages in ELPA provide only compiled
    documentation (info, PostScript, PDF). The sources of documentation
    exist only on upstream.

That is not acceptable.

                            Should the packages always provide the sources
    of documentation in ELPA tree?

Yes, they must.  That requirement applies to _everything_ we distribute.

We can distribute non-source files too, together with the sources or
separately, but the _source_ package must include source for
_everything in it_!

There are multiple archives called "ELPA" and I am not sure which one
you mean.  If it is the GNU one, we definitely must add the
documentation source.  If it is another, we cannot tell those people
what to do with code that isn't copyright FSF.  But we won't refer the
users to any archive that fails to follow thus rule.
