BTW, everyone who reports a bug gets an ack (unless they explicitly say
that they don't want one), so if you really think silently failing
reports are a problem, I suggest just popping up a dialogue box (subject
to X-Debbugs-No-Ack and report-emacs-bug-no-confirmation) after a bug
report is sent with C-c C-c that says something like "Thanks for your
report. After a moderation delay of up to a day or so, you should get an
acknowledgement at <email address that was in report's From:> and see
your report appear on http://debbugs.gnu.org. If not, send your report
to bug-gnu-emacs using your normal mail client."
