I think I fixed it now.

The new strftime needs careful testing on Windows; I did only a couple
of simple test cases.  If someone has time to compare some old
revision of Emacs 23.x with the new version on the trunk, please do.

Of course, if there are any other problems I left behind, please
report that as well.
