I don't know. I don't use *nix (though I sometimes use GNU/*ux, but I
haven't needed to grep utf-16 files).


This is one of many reasons why *nix-like OSes uses UTF-8. Tools that only understand ASCII can still work on ASCII. GNU grep understands UTF-8 I think.
