Doesn't C-M-v (scroll-other-window) mostly alleviate this problem?

Thanks. It helps. (I normally avoid such complex key combinations because of my RSI history. But I found that there are nicer key bindings M-<next> and M-<prior> which will suit me.)

But the more general point is about Emacs taking liberties with switching windows. I suppose you understand that.
