That's possibly true in XEmacs 21.4 (then, and now).  I think Ben's
big push on the menus was later, and probably only made it into 21.5.

Anyway, in 21.5 I don't see any conflicts.  I think if there are
conflicts, it starts randomly assigning accelerators.  (Well, not
entirely randomly; it uses numbers, which normally are not used that
way.)
