Of course if you use a mouse in the modern era, chances are you'll
have a scroll wheel on the mouse, and be more perturbed by emacs'
treatment of the region and point when you scroll than the scrollbar's 
position. But that's a whole other can of worms.

I have the scrollbar on my screen (on the right, visible but nicely out 
of the way) primarily as a visual indicator of position in file, not to 
manipulate it much as such. I also tend to use emacs on modern landscape 
displays with two windows open side-by-side, so it's not all that far 
away on the right.
