I think tags for functions are necessary only for core functions, i.e.
files likes simple.el and subr.el can't have useful file-level keywords.
They are a collection of diverse functions where it's difficult to find
the necessary function.

Please note the terminology.  A tag is a non-hierarchical free-form term.
In Emacs a keyword not registered in `finder-known-keywords' is really
a tag.  To extend Emacs keywords we could take a well-established taxonomy
like Debian package tags and add to the Emacs taxonomy in finder.
