My question was meant as "why keep it for yourself rather than publish
it in the emacs-bidi branch?".  Of course, installing it on the trunk
would be even better.

Right, so unless this is expected to be "real soon now", you might want
to publish your branch in `emacs-bidi'.  You could even use that to ask
people to test it (in non-bidi mode) before merging it into trunk.
