That can be solved the unix way by setting the correct path.  The
mercurial subset used in vc-hg.el is rather small and it's behavior
probably not changed since the beginning.  I am against adding extra
configuration that has no clear benefits, so as the de facto maintainer
of that file I decided to undo the change.  Thanks.
