In other words, TAB does completion in minibuffer whenever possible.
And, in lisp modes, TAB does NOT self-insert.
For those reasons, I advocate dropping self-insert in favor of
complete-symbol for Tab in M-: , for usability, consistency, and
intuitiveness.
