Well, yes. This is an unofficial build of Emacs, apparently checked
out from the CVS before I fixed the bug in your original report. It's
no wonder that it fails...

If you want a more up-to-date binary, perhaps you can write to the
maintainer of that port, or try at
http://ourcomments.org/Emacs/EmacsW32.html
