    Sorry, but you miss the fact that the highlighted region is _active_
    whereas the non-highlighted region is _inactive_.  And _active_ region
    changes the meaning of lots of commands, making them operate on the
    region instead of their normal range.

It is not so many commands -- and they are not among the most common
commands for beginners.  (Does any of them appear in TUTORIAL?)

But this does point up the fact that this change requires changes in
many places in the Emacs manual.  We should probably take the change
out and not install it until after writing the necessary Emacs Manual
changes.
