Please look at the description of these feature

  C-h f display-time

or

  C-h f display-time-mode

It says the time is updated every minute. So it is not much fun
displaying the seconds.

M-x customize-option RET display-time-interval RET

Aha, I had no idea. Maybe the doc string for display-time(-mode) should say something about this?
