That is what I see when I invoke `display-message-or-buffer' with a
very long string as message.

However, since `resize-mini-windows' was invented, when the
information in the echo area displayed on more than one line, I 
think I have always seen it as properly filled for an 80 column 
frame but I may be wrong.
