What can the Emacs development community can do so that this happens
sooner rather than later? 
I am asserting that your time is extremely valuable, it is better
spent working on FSF/Free Software in general (and technical issues in
Emacs rather than management issues).

Here a modest proposal to advance in that direction: name Chong Yidong
as the 22.x maintainer (assuming he wants the job), his work on
pushing 21.1 out was outstanding.
