Fedora's Emacs package by default removes some Emacs functionality
(tetris, on advice of lawyers) and also adds a (seemingly random) set
of additions to the system site-lisp directory.  I can send a list of
the additions if you like.  Some of them appear to be redundant with
new additions to Emacs 22 (but perhaps they are better versions of
existing modes, I don't know).

Fedora also defines a way to package Emacs add-ons.  At least AUCTeX,
Muse, and VM are packaged this way, and BBDB is in the works.
Generally these packages install into site-lisp and add a file that is
loaded by default by Emacs startup; this file handles autoloads and
the like.
