    <f10> runs the command x-menu-bar-open
      which is an interactive compiled Lisp function in 
`/usr/share/emacs/22.0.91/lisp/term/x-win.elc'.
    It is bound to <f10>.
    (x-menu-bar-open &optional FRAME)

    Open the menu bar if `menu-bar-mode' is on. otherwise call `tmm-menubar'.

Do you have menu-bar-mode off?
