Formally yes, but if you enable CUA mode to get the C-zxcv bindings,
there is no real "conflict" ... as you would not expect to use C-v to
scroll the window.

And following the xref will give the details.

The issue is how to make Emacs and CUA bindings co-exist --
not invent a third set of key bindings.
