You're right. The same thing would happen, for example, if Emacs wants
to revert a buffer.

Maybe a variable that controls whether a frame is raised when a user
response to a question is required?

Good question.

These cases are triggered by server.el, but do not depend on it. It's
a general question whether we want (conditionally) to raise frames
asking for specific interaction from the user.
