Please check which libfontconfig is used by emacs and
fc-list.  Does this work on Mac OS?

% ldd THE_ABSOLUTE_PATH_OF_EMACS_BINARY | grep fontconfig
% ldd THE_ABSOLUTE_PATH_OF_FC_LIST_BINARY | grep fontconfig
