   I really didn't intend to get into a discussion of the meaning of
   levels of abstraction or the nature of Turing machines and
   computation.

This discussion is very practical.  Non-universal informational
machines do not convert all the bit patterns presented them.  They
only convert some.

Some people aim to ban the sale of universal informational machines
and to replace them with non-universal informational machines -- and
to disguise that ban so many people are not aware.  (The substitution
is called `treacherous' by many, but `trusted' by financial
beneficiaries of the action since they can `trust' that their machines
will not do what the machines' owners expect and desire.  Financial
beneficiaries will, if the substitution occurs, obtain resources from
buyers that they would not obtain in a competitive market.)
