F10 exists, and the menu bar is displayed by default. So the menu is
clearly intended to be used by tty users as well.
I agree with ACM here. Menus do work on the terminal, but they are
not convenient on the terminal, and hard-core Emacs users would
probably prefer M-x commands to menu items on any kind of display.
