Isn't there still a short vertical line, which one can use to drag the
scroll bar left or right?  That is what this discussion started about.
That is where this matters for most users.

Not in GTK and Win32 builds. If you disable the scrollbar, then there is a black line you can grab to resize each window, but with a scrollbar on either the left or right side of the window, it's not there.
