So is Luc's belly-aching over apropos actually based on any real data
(users getting confused by apropos behavior)?

The mere presence of potential confusion does not mean that it's
likely to happen in practice.

Given that the current behavior offers a nice advantage -- it supports
both traditional emacs users who might use a regexp, and newbies will
will likely just give a list of plain words, all without an annoying
and confusing proliferation of commands -- it seems to me there needs
to be a good reason to change it, more than just a _potential_ for
confusion.

[If you were to judge Emacs generally on a potential-for-confusion
basis, I think you'd have no alternative but to just toss the whole
thing out and tell users to use pico instead... :-]
