You can alternatively copy the 21.4 file into the 22.1.el file, but
there might be other things in there that you do not want to copy.
You then have to first visit the 21.4 file, find the
`custom-set-{variables,faces} forms and set the region around it
before writing it to the new file, you have to set or manually edit
the custom-file entry anyway and so on.  So sometimes it is more
convenient to let Custom do all that work.

As a said before a second reason to change custom-file in a running
Emacs session is to save your current settings into a (usually newly
created) file _without_ wanting to save them in your "real" custom
file.  Again, there is no reason to load that file.  You want to write
into it, not read from it.
