Maybe I'm missing > something because I'm using Emacs on Windows? Your assumption is correct. Windows does not allow for such efficient use of the menus. It always requires you to click twice. Maybe we could rewrite the basic mouse handling code of the menus instead of letting the system handle it, but that would be quite a lot of work.
