I'm not quoting your message because I think everything shall be
clarified. It seems that our proposal has been misunderstood.

What we propose is to maintain bugfix releases from stable
releases. This is exactly the kind of job we are doing with
the Debian Emacs package: collecting bugfixes, backporting
fixes from the trunk.
Currently, bugs are only fixed in the trunk and Emacs users
needs to wait for the next stable releases to see their bugs
fixed. Unfortunately, Emacs releases are quite rare and this is
understandable because releasing is boring.

This is why the packages maintainers need to do the job for
their users by adding tons of patches.
So, the main idea is to make a bugfix release every 4-6 months,
versioned X.Y.Z with Z varying. Hence, all Emacs users (and
not only Debian users, speaking of Debian) would benefit from
those bugfixes and we'd have less pathes in packages.

We propose to start this once 21.4 (the current CVS trunk) is
released. We don't intend to do anything about 21.3 because
21.4 is approching and it would be counterproductive.
It could be performed the GCC way: creating a bugfix branch
as soon as emacs is officially released. We'd be in charge
of applying patches there with emacs-devel consent, of course.
I'm sure it would be little demaning for emacs developers.
