a) is there something to be gained by having the whole Texinfo
machinery available?
If it is useful for the same text to acts also as a manual, then it is
useful to put this in Texinfo. However, that depends on avoiding the
need for any extensions to Texinfo, so that the current Makeinfo can
process the file.
