Why not to construct the value of `sentence-end' dynamically?
It might be a good idea. However, some people and some modes might
use values other than those two.
However, I don't see anything in Emacs that uses a different value.
Meanwhile, sgml-mode.el is kludgily doing this change for itself. (It
is bad for individual major modes to do things that should be done
either by all of them or by none of them.)
