It's not easy to support BIG5-HKSCS in the current Emacs,
and I don't have a time to work on it now, sorry.  But
emacs-unicode version already supports it.

You can get that version from CVS as below:

% cvs -d:pserver:address@hidden:/cvsroot/emacs login
Logging in to :pserver:address@hidden:2401/cvsroot/emacs
CVS password: <-- Hit Return here
% cvs -z3 -d:pserver:address@hidden:/cvsroot/emacs co -r emacs-unicode-2 emacs
