Yes.  As far as I know there are only two important ones who do not
use Unix regularly for some purposes, though, and they have a very
limited repertoire of packages they work on.  So we could migrate some
packages to arch with the cooperation of their maintainers, the
package czar, and a couple of other interested parties.  By the time
we would be ready to migrate the core repository, arch will be working
on Windows as well as on other platforms, I'm pretty sure.
